Safety Assessment

Within the EU-member states, the manufacturer (alternatively his agent, the person to whose order a cosmetic product is manufactured or the person responsible for placing an imported cosmetic product on the Community market) must keep certain product and safety information at the disposal of the competent monitoring authorities (product information file).

In order to demonstrate that a cosmetic product is safe (1223/2009 Art. 3), the responsible person shall, prior to placing a cosmetic product on the market, ensure that the cosmetic product has undergone a safety assessment, with respect to:

  • Quantitative and qualitative composition
  • Physical/chemical characteristics and stability
  • Microbiological quality
  • Impurities, traces, information about the packaging material
  • Normal and reasonably foreseeable use
  • Exposure
  • Toxicological profile
